what's the baseline noise rate on rustypod empty pushes

ok so real talk what is the actual evidence that rustypod is even gabriel and not just some guy who made a repo with the word rusty in it lol. like two empty commits could mean anything. my coworker pushed an empty commit once and he was just testing his git config. i dont see what makes this different
