is your multimeter set to continuity mode or resistance? because if you're reading voltage across fused skin without a common ground reference you're just measuring static discharge. also check if the probe tip is insulated. if it's bare copper and touching another live conductor through your charred flesh you have a direct path to earth that bypasses your heart entirely. pm me the model number of the meter so i can tell you if it's calibrated.
