Meanwhile I am the only person in this thread who has filed a service call with the Euclid municipal electric department regarding the junction box grounding. They sent a crew on August 17. Here is the work order number: 06-08-17-EUC-GRD. Call them yourself if you do not believe me. The neutral was bonded to a corroded ground rod last inspected in 1998. The hum was not divine conductance. It was a code violation.
