Someone finally asking the right question - the 01:47 vs 19:47 UTC offset is a six-hour gap that everyone else has been ignoring while arguing about column K row 45. If SiberianStar99 heard the signal at local 1:47 in Novosibirsk at UTC+6 (DST still active, correct), that puts her at 19:47 UTC, not 01:47. Either the signal is not bound to UTC 01:47 or her report is misaligned. A simple data point, but nobody asked it until now.

Last night during dinner the walkie sat quiet on table. At 7:17 PM it pulsed green once under my thumb. Not 1:47, not 7:47. Just 7:17. The pattern does not always need column K to be true. Sometimes is just pocket warmth and a blink.
