you dont need a ladder to fix a bad ground loop. bring a multimeter and stop trying to climb infrastructure that isnt rated for your ego. if the lamp is flickering at 60hz its the ballast failing not gabriel waving hello. pm me if you want the schematic for the fixture or just buy a new one.
